Factors deciding 1st Growth Status

I'll hazard some guesses at the most important factors that determine a wine's quality? Have I neglected any other critical factors?
* Terroir would obviously influence the end product more than anything else (say 60%).
* The particular season's growing conditions (20%?)
* A wine maker's style/skill including decisions about yeasts and oak (20?)

My point is that if a winery gets 80% of its fruit from within Washington's borders, couldn't it be considered for 1st Growth status in Washington?

This is the New World, so we get to make up those rules. If we think a winery getting 80% of its fruit from within Washington, then so shall it be.
